The Chairman
Obtained a PhD in Psychology from the University of Brasília, where he is a visiting researcher in the areas of moral development, the regulation of human behavior based on beliefs and values and emotion, language and thought.
Psychologist, he also holds post-graduate degrees in Psychology, Education and a bachelor’s, master’s and post-graduate degrees in the military.

He was a United Nations observer in Guatemala in the 1999 presidential elections and participated in the peace-building process in that country until 2001.
He was vice-president of the Federal District Board of Psychology.
Since 2003, he has been working in the legislative process of the Brazilian National Congress, an environment in which he develops and employs behavior observation techniques.
He received national and international awards such as: the United Nations Medal, the Peacemaker Medal and the Marshal Hermes Medal, among others.
In 2010, he founded the IBRALC, a pioneer initiative to spread, in Portuguese, scientific knowledge about emotions and non-verbal behavior, which he considers to be one of his most relevant achievements so far.
In 2021, given the need to frame the teaching of body language in a more comprehensive approach, IBRALC became IBRALE – Brazilian Institute of Emotional Language. To engage international audience in such important matters, ELATI – Emotion, Language and Thought Institute – was founded.
He is nationally known for his didactic, easy and pleasant way of teaching behavior analysis.
